I agree that most of what is listed here is exasperating and petty, but, as with Rob's article on the same subject, it's not likely to mean much to anyone who doesn't actually go to school anymore. Not a bad article at all, just has the problem of being one for a very specific audience.
Probably 8/10 in context, but in the wider world, 5/10.

Fair reviews really, I don't think either School Bureaucracy articles are particularly relevant anymore now we've left school.

Mainly a list of petty complaints about a list of petty rules. The complaint about having more that one fire drill a year is absurd; that's illegal. And as for moaning about having to finish early on Wednesday rather than Friday... we didn't finish early any day at my school, and I wouldn't really of cared which day I got bonus time off.
The article is actually a lot more stroppy than the rules it complains about, and lacks any real relevance to a wider audience, so I offer a mere 1/10.
